U.S.A. 50 State Broadcasters Associations Urge Passage of the Bipartisan PIRATE Act

May 7, 2019
The Honorable Mitch McConnell    The Honorable Charles Schumer Majority Leader      Minority Leader United States Senate      United States Senate S-230, The Capitol      S-221, The Capitol Washington, DC 20510     Washington, DC 20510
50 State Broadcasters Associations Urge Passage of the Bipartisan PIRATE Act
Dear Leaders McConnell and Schumer,
The undersigned broadcasters associations representing local, over-the-air broadcast stations in all 50 States, the District of Columbia and the Commonwealth of Puerto Rico urge your swift consideration and passage of the Preventing Illegal Radio Abuse Through Enforcement (PIRATE) Act (S. 1228). The PIRATE Act would provide the Federal Communications Commission (FCC) with critical new enforcement measures to combat pirate radio operations. On February 25th, identical bipartisan legislation (H.R. 583) passed the House of Representatives unanimously.
For years unauthorized pirate radio stations have harmed communities across the country by undermining the Emergency Alert System, interfering with airport communications, posing direct health risks and interfering with licensed stations’ abilities to serve their listeners. The time has come to take significant steps to resolve this vexing problem.
The PIRATE Act gives the FCC additional tools to address the growing pirate radio problem. It provides the authority to levy increased fines up to $100,000 per violation and $2,000,000 in total. The PIRATE Act streamlines the enforcement process and requires the FCC to conduct pirate radio enforcement sweeps in cities with a concentration of pirate radio stations. It recognizes the importance of FCC coordination with federal, state and local law enforcement authorities. Finally, the PIRATE Act would create a database of all licensed radio stations operating in the AM and FM bands as well as those entities that have been subject to enforcement actions for illegal operation.
We are reaching the point where illegal pirate stations undermine the legitimacy and purpose of the FCC’s licensing system to the detriment of listeners in communities across the country. The PIRATE Act will help the FCC restore integrity to the system. For these reasons, local broadcasters across our great nation fully support the bipartisan PIRATE Act and urge its swift passage without changes.
Respectfully

AUDIOCLIP, RTE' 252 KHz TUNED IN CENTRAL ITALY

The news is that the Irish authorities have extended at least until 2021 the activity of the transmitter in long waves active from the site of Clarkstown, a town northeast of the capital Dublin. Like many other European radio and television organizations, RTE 'has also scheduled the closure of all analogue transmitters to allocate these resources to the development of digital platforms. Several times the institution had announced the closure of the 252 KHz subsequently postponed due to the strong opposition of the strong opposition of the Irish community that lives in Great Britain, which would be deprived of the only clear radio channel easily audible outside the island. Also in this case the Catholic bishops and the Fine Gael party opposed the closure of the site, but the final push to the extension seems to be derived from the fact that the British authorities did not grant RTE 'the use of digital platforms as a radio agency foreigner. Closing postponed therefore, but transmitter in any case off in a short time due to the maintenance work required by the site and which should last at least 10 weeks, much will depend on the climatic conditions. In concomitance with this news, the Algerian transmitter of Tipaza is off, probably due to maintenance, even if some worried rumors about its final closure begin to circulate. In my QTH the Algerian signal is dominant at all hours of the day and night and so it is only thanks to its shutdown that I listened to the Irish signal, plus with good audio quality and very little fading, just 10 Db less than the powerful transmitter of BBC at 198 KHz.
This is the audio clip of one of the nightly news broadcasts when the time is up. It should be noted that the identification of the "RTE 1 and RTE Gold" station is given not in conjunction with the time signal, but at the end of the news. IMMAGINE TRATTA DA WIKIPEDIA

DUGA-3 AND CHERNOBYL'S GHOSTS

I do! And now look of what has been left from one of thosestations' site (great pictures):http://www.artificialowl.net/2008/12/abandoned-giant-duga-3-system-antenna.html

http://www.artificialowl.net/

http://pripyat.com/

This gigantic antenna system called Duga-3 is located near Prypiat in the Chernobyl area.
It was built in the 70's as an early missile detection system (over-the-horizon radar system). It was also called the Steel Yard hence its distinctive appearance. The antenna was deactivated in 1989.
The Russian Woodpecker was a notorious Soviet signal that could be heard on the shortwave radio bands worldwide between July 1976 and December 1989. It sounded like a sharp, repetitive tapping noise, at 10 Hz, giving rise to the "Woodpecker" name. The random frequency disrupted legitimate broadcast, amateur radio, and utility transmissions and resulted in thousands of complaints by many countries worldwide.
Starting in 1976 a new and powerful radio signal was detected worldwide, and quickly dubbed the Woodpecker by amateur radio operators. Transmission power on some woodpecker transmitters was estimated to be as high as 10 MW EIRP. As well as disrupting shortwave amateur radio and broadcasting it could sometimes be heard over telephone circuits due to the strength of the signals. This led to a thriving industry of "Woodpecker filters" and noise blankers.

From 1944 thru 1994, six of the most powerful shortwave transmitters in the world broadcast to listeners seeking truth in Europe, Africa and South America from the Bethany Station. Every week millions heard programs in 50 different languages beamed globally from this hilltop. Those attending the 2019 Dayton Hamvention will have ample opportunities to visit. The Museum is located about 35 minutes from the main convention activities. A booth for the museum and WC8VOA is located in space #1910 in building 1 at Hamvention. The Ham Shack for WC8VOA will be open, as well as some unique exhibits such as the comprehensive collection of Drake Amateur Radio gear, the remaining Collins 250,000 watt transmitter, the 1960’s VOA Master Control room, the Powel Crosley Jr. Exhibit, and an exhibit about the US Coast Guard Cutter “Courier” a cold war era floating radio transmission facility that relayed VOA Bethany broadcasts to the Middle East and Soviet Union. The VOA Museum is open every Saturday and Sunday from 1-4 pm. Special hours for Hamvention Attendees are: Thursday, May 16th from 4 to 9 pm Friday, May 17th from 4 to 9 pm Saturday, May 18th from 1 to 9 pm and Sunday, May 19th from 1 to 5 pm Admission is just a five dollar donation. WEEK END SCHEDULE OF ENCORE-RADIO TUMBRIL

Encore – Classical Music on shortwave – broadcast Sunday afternoon in Europe & USA
Encore – Classical Music this weekend is being broadcast as usual by Channel 292 (Europe) on 6070 kHz at 15:00 UTC Sunday 5th May.
And by WBCQ on 7490 kHz at 00:00 – 01:00 UTC Monday 6th May.
There is a repeat on 6070 kHz on Friday 10th May at 19:00 UTC.
The Programme this week will start with Itzak Perlman playing some Sarasate on his Strad. Then, as if that won't be gorgeous enough we will have Dido's Lament (Henry Purcell) - and a movement from Beethoven's 6th - the Pastoral. Next we calm down with a Cello Suite from Bach before something a bit startling by Messiaen followed by the 'Motorbike' trombone concerto by Sandstrom.  The show will end with Dvorák and Copland.
As usual – reception reports and requests for music to play in future programmes will be very welcome.
Regular Broadcast times are:
15:00 – 16:00 UTC Sunday, and repeated 19:00 – 20:00 UTC Friday on 6070 kHz (Channel 292 Germany).

DOT RADIO 1602 KHz, AUDIOCLIP AND QSL
